There are local and state regulations that your spa must abide by. Your spa will be inspected regularly. If your spa violates health and safety standards, then you may be fined. You can also have your spa closed.

You can use mild soap and water to clean off the massage table. If you use sheets on the massage table, then you will need to wash them.
